bill beachy

Bill Beachy is CHP's Vice President of Energy Services and has served as the director of NRCERT since 1999. Bill, who has 33 years of weatherization and energy efficiency experience, brings a strong commitment to advocacy, quality training and excellent service delivery. Before joining CHP, he served for 10 years as the state manager of the Virginia Weatherization Assistance Program for the Virginia Department of Housing and Community Development. Bill has a bachelor’s degree from James Madison University and a master’s degree in Public Administration from Virginia Commonwealth University. He is the current President of the Board of Directors of the Association of Energy Conservation Professionals, a trade organization of the Virginia weatherization network. Bill is also a member of the national Network (Evaluation) Committee; member of the national Weatherization Trainers Consortium; and a member the Department of Energy’s National Training and Technical Assistance Plan advisory group.

chris heslep

Chris Heslep began his career at CHP by working a summer job at the age of 17. When that ended, a full-time position as a crew worker became available and Chris began weatherizing homes for low-income people full-time. Today, Chris serves as Operations Director of Energy Services, with oversight over CHP’s weatherization, emergency home repair, and crisis heating and cooling programs. Chris and his crew also provide home performance diagnostic testing, energy ratings and training in home efficiency measures.

anthony cox

Anthony Cox joined CHP in1999. He has an Associate’s Degree in Business Management and 20 years experience in the field. As NRCERT’s lead trainer, it is his responsibility to develop and provide training in residential energy conservation and diagnostics for the weatherization network and its subcontractors. Anthony developed his nationally recognized “House of Pressure” as a training tool to visually demonstrate residential performance testing such as blower door, zonal, pressure pan, duct leakage, combustion appliance, zone and room pressure testing, all of which contribute to health and safety, building durability, comfort and energy efficiency. He possesses 4 certifications from BPI as a Building Analyst Professional; an Envelope Professional; a Heating Professional; and as a Manufactured Housing Professional. He also has certification as a Home Energy Rater; a Duct Diagnosis and Repair technician; and a Master HVAC (VA Department of Professional and Occupational Regulation). He has his certificate in Universal Refrigeration Certificate from Air Conditioning Contractors of America (ACCA); and an Air Balancing Certificate from National Balancing Institute (NBI). He received a 2005 National Weatherization Recognition Award and is in demand at conferences and training venues across the country.

mark jackson

Mark Jackson, the Director of NRCERT, joined CHP in 2009 after 19 years in business management, during which time he gained experience in operations, project management, fiscal oversight and customer service. Mark oversees the operations of the training facility --including partner relations, marketing, scheduling, facility and equipment maintenance, procurement, budgeting, staff supervision/development, and program compliance reporting.

He currently serves on the boards of the Blacksburg New School and the Summer Musical Enterprise, in addition to being an active senior member of the Blacksburg Volunteer Rescue Squad.

andy caldwell

Weatherization Trainer Andy Caldwell began work at CHP as an entry-level Weatherization Field Technician in training. His commitment to his work and his desire to learn developed into a career in field leadership roles, first as a Weatherization Crew Leader. He held this position for several years, gaining enormous experience in the newest technology and methods used to fully treat homes for energy reduction. Andy’s continued interest in Weatherization field work then led him to heating system installations and service (HVAC), where he began incorporating the installation of various heating systems into his daily routine while also performing state of the art air sealing, insulation, blower door, infrared, duct repair, sealing and diagnostics. Andy was most recently performed energy assessments and audits as a Weatherization Field Estimator.

john bodtmann

John Bodtmann, CHP's Weatherization Trainer and Quality Control Specialist,has 18 years experience in the Weatherization Program in a variety of capacities including Weatherization Estimator and Inspector, Program Coordinator, Weatherization Monitor, and Trainer for the Department of Housing and Community Development. He served as a contractual Trainer for NRCERT before joining CHP's staff full time in 2009. Kknowledgeable in all core competencies and the weatherization curriculum, John has presented and trained at regional, state and national weatherization conferences. He holds the following licenses and certifications: Master HVAC License, BPI Building Analyst Professional, BPI Manufactured Housing Professional, Refrigerant Transition and Recovery Certification. John also serves as the Vice President of the Board of Directors of the Association of Energy Conservation Professionals, a trade organization of the Virginia weatherization network.

john bluey

John Bluey joined CHP in 2010 as CHP’s newest trainer. He has a B.S. in Building Construction from Virginia Tech, is a BPI Building Analyst Professional and has a Virginia Class C Contractor License. John comes to NRECERT after working with a local green building contractor as an Energy Auditor. Other prior experience includes positions with engineering, contracting and landscaping firms.
