Since 2004, CHP has been very fortunate to work with the AmeriCorps program, which was established under the Clinton administrations and is often referred to as the ‘domestic Peace Corps.’

AmeriCorps members dedicate one year of full-time service to a non-profit organization such as CHP in exchange for a modest living allowance and education award.  During the course of the service year, AmeriCorps members are provided with hands-on experience, excellent training, guidance, and fulfillment that comes from dedicating a life to service.

At CHP, AmeriCorps members provide ancillary services to residents in our communities by supplementing programs and resources provided by Resident Service Coordinators.  AmeriCorps members focus on providing service-learning educational programming and projects for residents, as well as conflict resolution and literacy education. 

In 2009, CHP was able to strengthen its cadre of AmeriCorps members by welcoming into the organization 5 VISTA members (Volunteers in Service to America).  VISTA members commit themselves to a full-time, year-long program of service to increase the capacity of non-profit organizations servicing individuals struggling with poverty issues.  CHP has assigned a VISTA member to the Resident Services team, where he is working to create financial fitness curriculums for CHP clients, as well as  providing administrative program support.

redefining affordable housing
through resident services and education

CHP’s commitment to meeting clients' needs beyond housing led to the creation of our Resident Integrated Services & Education (RISE) program in 1997. RISE is an organization-wide network that combines human services with economic development programming. RISE programming assists low- to moderate-income families in overcoming commonly faced obstacles around issues such as illiteracy, lack of job skills, poor physical and mental health, social isolation, and money management. CHP's staff establishes partnerships and linkages with other community-based service providers to develop and operate RISE program activities. The program focuses on 8 areas of skill development, including the following:

  • Home Ownership
  • Personal Development
  • Community Building


Our resident services are a critically important part of neighborhood development at CHP. This program helps make our neighborhoods safer, higher quality places to live and provides residents with the skills they need to be successful. We are committed to providing these services because they support the long-term viability of neighborhoods and promote positive, successful resident and community development.

We currently provide access to resident services for over 10,000 families at CHP properties located in the Virginia, North Carolina, and Florida. Our Resident Services team offers a wide-range of programming to a variety of community types, including:

multi-family properties

The majority of CHP's properties are multi-family dwellings.  Resident Services Coordinators at these sites address the needs and difficulties of families that often lead to housing instability.  The programs are also geared toward reducing the multiple risk factors and outcomes often facing families and children living in poverty.  CHP's Resident Service Coordinators strive to assist in the building of family self-sufficiency through programs such as:

  1. Personal skill building
  2. Afterschool youth programs
  3. Computer access and literacy
  4. Work force development activities
  5. Financial fitness
  6. Homeownership readiness
  7. Adult literacy and ESL classes
  8. Referrals to outside community resources

elderly properties

Resident Services Coordinators in our elderly communities provide supportive services to low-income elderly and non-elderly disabled residents.  Programs and services focus on assisting residents age gracefully, respectfully, and independently in the least restrictive environment as possible.  CHP's Resident Services team members conduct client assessments, identify appropriate community services, and engage residents in activities that enhance quality of life.  Resident Services Coordinators also devote a significant portion of their time to client advocacy, benefits/entitlements/insurance, healthcare services, and monitoring services. 

transitional & permanent housing for the formerly homeless

CHP offers two transitional housing complexes, both located in southwest Virginia.  Families are allowed residency for up to 2 years and priority placement is given to women and children fleeing domestic violence situations.  Services delivered to our clients in our transitional housing facilities focus mainly on intentional case management.  The Resident Services Coordinator is responsible for assisting families in obtaining the skills and resources needed to achieve productive employment, economic stability, and permanent housing.  The Resident Services Coordinator also places an emphasis on assisting children in the families in securing appropriate school placement and community engagement activities.

The Warwick SRO in Newport News, Virginia provides single-room occupancy housing to very low-wealth homeless and disabled individuals. CHP's Resident Services team offers on-site employment training and educational opportunities that promote self-sufficiency and economic stability for the residents, while also fostering social integration through activities and events throughout the year.
